Une « taxe Baroin-Sarkozy de trois euros en surplus » collée à l’offre triple play standard (29,99 euros).
Cette idée est évoquée par Xavier Niel dans une récente contribution sur un forum Internet pour les professionnel (FRnOG), si le gouvernement maintient sa position de relever la TVA sur les offres triple play des opérateurs.
« Cela se passera sur le modèle de l’écotaxe et cela chez l’ensemble des FAI », poursuit le patron d’Iliad-Free.
Provocation ou calcul réel ? Xavier Niel a toujours déclaré qu’au regard de la pression fiscale accentuée sur les opérateurs, le triple play serait amené à augmenter aux dépens des consommateurs.
Les prochains débats parlementaires pour élaborer la loi des Finances 2011 promettent d’être houleuses…
Dès la fin du mois d’août, lors de la présentation des résultats semestriels, le groupe Iliad-Free avait clairement affiché sa volonté de répercuter la hausse de la TVA à 19,6 % sur le prix grand public de l’offre triple play.
La menace se précise : « cela correspondrait à une hausse située entre 2 et 3 euros en fonction de la loi, portée à l’euro prêt sur la facture de l’abonné », précise-t-on chez le FAI.
Dans un récent communiqué, la Fédération Française des Télécoms (FFT), regroupant les principaux opérateurs télécoms (à l’exception notoire de Free), s’est également insurgée contre le projet gouvernemental.
« Si la TVA passait de 5,5% aujourd’hui pour 50% de la facture, au taux de 19,6% pour la totalité de la facture, c’est 20 millions de clients qui seraient touchés par cette augmentation de TVA se traduisant par environ deux euros supplémentaires dans le prix de l’abonnement mensuel réglé par le client final. »
En l’état actuel, la FFT refuse d’évoquer une hausse du triple play répercuté sur les consommateurs finaux et préfère mettre l’accent sur les risques portées sur les investissements des infrastructures.
« Dans l’hypothèse où les opérateurs prendraient à leur charge tout ou partie de cette augmentation de TVA, afin de préserver un prix bas pour le consommateur, c’est une charge supplémentaire de plusieurs centaines de millions d’euros qu’ils devraient supporter au détriment de leurs capacités d’investissement dans les nouvelles génération de réseaux très haut débit fixe et mobile. »
