De plus, le marché unique européen en ligne, l’un des chevaux de bataille de la Commission européenne, est encore loin de connaître un plein essor. Seulement 7 % des consommateurs européens ont ainsi déjà acheté sur un site basé dans un autre pays de l’UE. La R&D dans les TIC ne se porte également pas bien : les autorités européennes s’inquiètent du manque de dynamisme de ce secteur, en soulignant que, dans ce domaine, l’Europe ne peut se mesurer aux Etats-Unis et au Japon.
L’objectif affiché de ces prochaines années : « veiller à ce que chacun dispose d’une connexion internet à haut débit et à ce qu’il existe sur la toile un marché unique sur lequel les gens peuvent aisément avoir recours à des services transfrontaliers en ligne. » La France, de son côté, a amorcé ces dernières semaines un début de réponse en mettant en place un Plan de relance numérique, doté d’un financement de 800 millions d’euros. Sans oublier le fameux Plan France Numérique 2012, dévoilé en octobre 2008, et qui récapitule la feuille de route que devra tenir la France en matière de développement des NTIC.
