Rod Beckstrom : « Yes, ICANN »
Cet expert américain en sécurité IT prend la présidence de l’Icann. L’institution au centre de la régulation Internet fait l’objet d’une attention particulière.
Lors d’une réunion ICANN organisée à Sidney, l’américain Rod Beckstrom a été élu président et P-DG de cette institution au coeur de la gestion de l’Internet dans le monde et de la régulation des noms de domaine. Il remplacera Paul Twomey d’ici la fin de l’année, dont le mandat arrive à expiration.
« L’Internet a changé la manière dont le monde communique et la manière de faire du commerce », déclare Rod Beckstrom dans un communiqué de presse de l’Internet Corporation for Assigned Names and Number (fichier PDF). « Et, dans une moindre mesure, cette organisation multi-actionnariale, marquée par son exigence, a été et sera le coeur de l’Internet en pleine évolution. C’est simple : la preuve que l’ICANN fonctionne c’est que l’Internet fonctionne. »
Le comité de direction de l’ICANN s a été séduit par l’expertise de Rod Beckstrom en matière de sécurité IT : il a occupé les fonctions de directeur du Centre National de la cybersécurité (NCSC) aux Etats-Unis dès sa création en mars 2008. Mais, un an plus tard, il a donné sa démission, estimant qu’il manquait de moyens financiers et d’indépendance.
Selon sa fiche Wikipedia, il a également présidé la société Twiki.net, du nom d’une solution open source de Wiki qu’il avait co-développée à partir de 2007. Rod Beckstrom a également co-fondé la société Cats Software, éditeur de logiciels sur la gestion des risques en entreprise et les produits financiers dérivés (coté au Nasdaq puis revendu à Misys PLC).
Le nouveau président de l’Icann est également un auteur : le dernier livre en anglais qu’il a co-écrit s’intitule The Starfish And the Spider (théorie organisationnelle entre centralisation et décentralisation).
Rod Beckstrom arrive à un point crucial dans le développement de l’Icann : le contrat de cette institution de droit californien qui le lie au gouvernement américain expire fin septembre. Et la Commission européenne voudrait que le cordon soit coupé définitivement au nom d’une vision multi-latérale de la régulation Internet.
De plus, l’Icann planche actuellement sur une large libéralisation des extensions des noms de domaine censée révolutionner l’Internet.

I have observed that in unwanted cameras, specialized detectors help to target automatically. Those sensors of some digital cameras change in in the area of contrast, while others start using a beam associated with infra-red (IR) light, specifically in low light. Higher specs cameras occasionally use a mixture of both systems and probably have Face Priority AF where the dslr camera can ‘See’ a new face while focusing only in that.
